Marco Sabino , prepared all legal background of the so-called "Happiness Amendment Proposal", which proposes to amend the Brazilian Federal Constitution and was discussed on a public hearing called by Senator Cristovam Buarque on 26 May at the Brazilian Federal Senate.
The "Happiness Amendment Proposal" intends to introduce the constitutional right of every Brazilian citizen to pursue happiness and the obligation of the State to provide each citizen the means to allow such pursuit - such as adequate access to health, education, clothing, leisure, welfare and social security assistance – and not to stand on their way. Such principles are already guaranteed by the Constitutions of countries as diverse as Japan, South Korea, Bhutan, France and the United States. The "Happiness Amendment Proposal" resulted from the initiative taken by Movimento +Feliz, a non governmental organization headquartered in Brasilia, and was submitted as a bill to the Federal Senate by Senator Cristovam Buarque.
